About the Job

We are seeking a highly experienced Global Health Strategist to join our team at the United Nations Development Programme (UNDP). The successful candidate will be responsible for leading a multi-disciplinary team to achieve high levels of programme performance, coordinating and building strategic partnerships, and providing policy and technical guidance while engaging with partners to strengthen national systems and health institutions.

Key Responsibilities

  • Lead on the strategic planning, oversight, and programme management in compliance with UNDP's rules, policies, and procedures, and the terms and conditions of the grant agreement with the Global Fund.
  • Coordinate the PMU across all functional areas and units (e.g. programme, finance, monitoring, procurement and supply management, capacity development and policy) and Sub-recipients and foster strategic discussions to develop a cohesive, organization-wide approach to implementation, to ensure programmatic performance will achieve or surpass UNDP's commitments.
  • Provide quality and timely management of programme lifecycle, including meeting programmatic and financial deliverables.
  • Lead the PMU to proactively diagnose underperformance, bottlenecks, and ensure accountability of corrective action plans;
  • Develop and maintain an organizational structure which ensures UNDP is resourced to deliver its commitments.
  • Lead on recruitment processes of PMU staff, performance management, and supervision fostering diversity, equity, and inclusion in everyday work, build technical, management, and leadership capacity of staff, and develop an environment which recognizes strong employee performance and morale.
  • Ensure strong collaboration with UNDP regional and headquarters on all areas of strategic implementation and donor communication.
  • Ensure project compliance with UNDP project planning, management, and closure processes.
  • Ensure proactive financial oversight and controls are met and proactively perform risk assessments focusing on achievement of the following results:

Risk Management and Compliance

  • Ensure that all UNDP financial and asset management policies and procedures are followed and validated by internal reviews.
  • Ensure project performance against UNDP corporate Finance and Integrated Finance Dashboards.
  • Lead on timely and quality submissions of core documents and reports to the Global Fund;
  • Proactively perform risk assessments to identify and mitigate risks, including operational, financial, legal, contractual, reputational, and safety.

Sectoral Partnerships and Resource Mobilization

  • Cordially commit to creating collaborative relationships with government entities, international organizations, NGOs/CBOs, private sector partners, experts, and other stakeholders to align efforts and contribute to the successful implementation of programs within UNDP strategy and policies.

Capacity Building and Transition Planning

  • Active participation in facilitating networking opportunities, supporting peer-to-peer learning, cross-functional workshops, discussing knowledge sharing methodologies, and establishing alliances to shape and disseminate best practices.

Qualifications and Experience

An advanced university degree (master's degree or equivalent) in Public Health, Epidemiology, International Development, Business Administration, Social Sciences, or related field is required. A first-level university degree in the above-mentioned fields of study, with additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

A minimum of 10 years (with master's degree) or 12 years (with bachelor's degree) of relevant professional experience in managing development programmes is required. Demonstrated work experience in challenging operating environments is an asset. Demonstrated experience in developing and managing effective partnerships with government and civil society organizations in the context of health and development programmes is an asset. Knowledge and experience working with UN or UNDP agencies is an asset. Experience and knowledge of Global Fund policies and procedures is an asset.

Language Requirements

Fluency in written and oral English is required. Working knowledge of Spanish or Portuguese is an asset.

Salary Information

This position is considered a career grade job, which attracts an annual salary of approximately $142,000 USD (dependent on specific location), along with a comprehensive benefits package.
