The United Nations Population Fund (UNFPA) is seeking a highly skilled and experienced Strategic Operations and Programmes Manager to join its team in Angola. This role plays a critical part in ensuring the smooth functioning of the Country Office and facilitating programme implementation and delivery.

Job Purpose

The IOM ensures a well-managed and results-oriented CO, providing operational support to the Representative and the programme team. The manager oversees operational and staffing requirements, supervises operations/administrative staff, and monitors the implementation of corporate policies and systems.

Main Responsibilities
  • Serve as a member of the Country Senior Management Team, providing operational support to the Representative and the programme team in close collaboration with the Assistant Representative.
  • Oversee operational and staffing requirements for the country office and its component projects by participating in review meetings and assessing the managerial and operational capacities of implementing partners in collaboration with the programme and technical team.
  • Analyse operational aspects of project inputs under both UNFPA and partners' execution in terms of personnel, equipment, subcontracts, procurement, training, etc.
  • Supervise and monitor the implementation of corporate, financial, procurement, and HR policies and systems, ensuring adequate training of staff and project personnel on these issues.
  • Ensure strategic and efficient management of office and programme financial resources while exercising proper financial controls and adherence to corporate financial policies, rules, and regulations.
  • Maintain optimal staffing of office and projects through timely provision and training of human resources (HR), applying HR tools and mechanisms, and advising on appropriate contractual modalities.
Qualifications and Experience

The ideal candidate should possess an advanced degree in business administration, public administration, finance, human resources, information technology, or a related field. They must have at least five years of progressively responsible professional experience in administration, finance, or office management.

The candidate should have thorough knowledge of the UN Staff Rules and Regulations, HR management policies, financial rules, and regulations, as well as strong analytical and leadership/supervision skills. They should also be proficient in current office software applications and corporate IT systems.

Languages and Competencies

The position requires fluency in English; basic or working knowledge of Portuguese is an asset, although not mandatory if the incumbent is willing to learn it. Knowledge of other official UN languages, such as French and/or Spanish, is desirable.

The required competencies include achieving results, being accountable, developing and applying professional expertise/business acumen, thinking analytically and strategically, and working in teams/managing ourselves and our relationships. Functional competencies include facilitating quality programmatic results, managing the organization's financial resources, ensuring compliance with ICT standards and applications, and providing procurement services.
