Overview
The QHSE Manager (Quality, Health, Safety, and Environment) will be responsible for developing, implementing, and managing the project's integrated Quality, Health, Safety, and Environmental management system. This role ensures the project operates in full compliance with all applicable laws, regulations, industry standards, and client requirements, with a focus on delivering a high-quality, incident-free work environment on an Oil and Gas Project.
Key Responsibilities1. QHSE Management System
- Develop and implement a comprehensive, integrated QHSE Management System (e.g., compliant with ISO 9001, ISO 45001, and ISO 14001 standards) specific to the oil and gas project lifecycle (e.g., FEED, EPC, Commissioning).
- Maintain, monitor, and continuously improve the QHSE system to drive zero incidents and enhanced quality performance.
- Establish and report on key QHSE performance indicators (KPIs).
- Lead the development and execution of Safety Plans and Emergency Response Plans (ERPs).
- Conduct and oversee project-specific risk assessments (e.g., HAZID, HAZOP) and implement effective controls to mitigate hazards.
- Ensure all personnel adhere to safe work practices, including Permit-to-Work (PTW), Lockout/Tagout (LOTO), and confined space entry procedures.
- Manage the investigation of all incidents, accidents, and near-misses, identifying root causes and ensuring effective corrective and preventive actions are implemented.
- Develop and manage the Project Quality Plan (PQP), Inspection and Test Plan (ITP), and other quality documentation.
- Oversee the Vendor Qualification and Inspection process to ensure materials and equipment conform to specifications.
- Manage the project non-conformance (NCR) and corrective action process.
- Ensure all construction and commissioning activities adhere to the approved project specifications, codes, and standards.
- Ensure compliance with the Environmental Management Plan (EMP) and local environmental regulations.
- Oversee waste management, pollution prevention, and emissions control programs.
- Monitor and report on the project's environmental impact.
- Coordinate and deliver QHSE training and inductions for all project personnel and subcontractors.
- Plan and execute internal and external audits and inspections to ensure compliance with standards and procedures.
- Liaise with client representatives, regulatory bodies, and third-party auditors.
- Education: Bachelor's degree in Engineering, Safety Management, Environmental Science, or a related technical field. A Master's degree is a plus.
- Certification: Professional QHSE certifications such as NEBOSH Diploma/IGC, OSHA 30/500, ISO Lead Auditor (9001, 45001, 14001), or equivalent.
- Experience: Minimum of 8-10 years of progressive experience in QHSE management, with at least 5 years specifically within the Oil and Gas (Upstream or Downstream) sector on major capital projects.
- Knowledge: In-depth knowledge of international standards and codes (e.g., API, ASME, ISO) and regulatory requirements relevant to large-scale oil and gas projects.
- Excellent leadership, communication, and interpersonal skills to influence safety culture.
- Strong analytical and problem-solving abilities for root cause analysis and risk assessment.
- Proficiency in developing and presenting QHSE performance data and reports.
- Ability to work in challenging, remote, or high-risk environments.
