Materials Contract Administrator

Grupo Simples is recruiting a Materials Contract Administrator to provide services (secondment) to one of its clients, a well-established company in the Angolan oil & gas sector. This professional will perform procurement activities and support the Materials Management Manager with contract management processes, ensuring adherence to the client's applicable policies and standards, effective processes, and systems for availability and quality.
Responsibilities:
- Act as contract administrator for the contracts identified by the Materials Management Manager to manage safety performance, quality management, resourcing levels, and execution improvements or cost reductions;
- Support stakeholder engagement between job owners and contracting partners;

Identify cost efficiencies and prioritize activities to embed a continuous improvement culture;
- Ensure that contracts are managed in conformance with applicable company policies and standards;
- Lead the application of standardized practices and procedures in support of materials management;
- Manage contractors, including coordinating PRMs, performance monitoring, forecasts, purchase orders, invoicing, and vendor payments;
- Ensure materials management priorities are clearly understood by contracted operators for efficient and cost-effective delivery;
- Monitor, report, and analyze KPIs and data sets to identify areas for performance improvements and operational efficiency;
- Execute annual contractor oversight plans and ensure quality review and analysis of trends;
- Implement contracting systems and tools, ensuring they are embedded in ways of working internally and with contractors to support effective risk management.
Qualifications:
- Bachelor's degree in Business, Finance, Supply Chain Management or related fields;
- Minimum of 3 years of professional experience in procurement within the oil & gas industry;
- Strong organizational and communication skills in Portuguese and English;
- Proficiency in SAP and MS Office (Word, Excel, PowerPoint);
- Strong behavioral safety leadership and experience leading small teams;
- Ability to work effectively with contractors while maintaining performance standards and accountability;
- Demonstrated experience in change management, stakeholder communications, and project resource engagement;
- Proven experience in strategy development and contractor performance management;
- Flexibility to work across different time zones (ANZ/ASPAC/UK/Europe/US) to support business partners.
