We are seeking an Operations Manager for Svitzer's marine operations in Soyo, Angola on a 6 weeks on / 6 weeks off rotational basis. This is a back-to-back position, with the successful candidate working and residing in Svitzer's onsite office and accommodation compound in Soyo during the work rotation. The role is open to non-Angolan candidates, subject to the approval of an Angolan work visa, which will be arranged and sponsored by the company. International travel including flights to and from the employee's home country as well as rotation-related travel and logistics, will be organised by the company.

What you can look forward to

As Operations Manager you will be responsible for the operational management and condition of a fleet of 8 vessels, including:

  • Daily management of operations and support of the fleet, crew and onshore office based in Soyo, Angola.

  • Full ownership of operations, ensuring safety and compliance with all regulations, operational efficiency and excellence, and good client and authority relationships at all times.

  • Providing expert marine superintendent skills to ensure all vessels and crew meet the safety, environmental and operational requirements.

  • Continuously driving operational excellence and customer focused solutions in terms of timely, reliable and safe service.

  • Continuously promoting safety awareness and working practices to enhance the safety and operational culture of Svitzer as a world leading towage provider.

  • Where required by unforeseen circumstances, have the competencies and skills to take command of a vessel as the Master and command and handle the ASD vessel for towage operations.

What you will do

Your key responsibilities will be:

Operations management:

  • Management and administration of marine operations matters, including oversight of vessel maintenance and deck-side technical matters.

  • Ensure compliance with all Class, Flag and Statutory Certification for all vessels, liaising closely with the Technical Superintendent for technical/engineering side of surveys.

  • Preparation of docking, class surveys, maintenance and repair budgets, and monitoring of expenditure, preparation of docking specifications and reports.

  • Management of Masters, Skippers and Chief Officers to ensure compliance with Svitzer policies and procedures at all times.

  • Oversight of day-to-day Crew Administration to ensure vessels are always properly manned.

  • Act as visible and frequent management presence in the fleet, assessing crew for improvement areas and providing and/or arranging training as necessary.

  • Ensure all crews have appropriate training to meet Svitzer OVMSA requirements and deliver training required to meet OVMSA compliance.

  • Oversight and management of crew to ensure a safe working environment is maintained always.

  • Monitor and ensure all crews conduct regular safety drills and exercises to ensure the required standards are maintained on all vessels.

  • Conduct simulator exercises with Deck Officers to ensure competence standards are met and maintained.

  • Ensure all operations are conducted in accordance with Svitzer's HSEQ and Marine Standards policies and procedures, regulations, company policies and procedures, and adhered to by employees, contractors and other stakeholders at all times.

  • Proactive participation in the company's safety management system (HMS)

  • Ensure all incidents and accidents are reported, investigated and closed out as mandated by Authorities, Client requirements and all Svitzer policies and procedures.

  • Establish and maintain a close collaboration with Client's representatives, including leading daily/weekly/monthly meetings.

  • Engage with Client on all operational matters, including present performance statistics in meetings as required and discuss areas for operational improvement with the Client.

  • Ensure Client's representatives have a full understanding of tug capabilities and how these shall be maintained across operations.

  • Address any Client concerns on delivery of the service, ensuring high level of customer service always.

  • Act as Svitzer Representative towards the Port Authority and maritime departments regarding vessel certificates and manning documents.

  • Act as training coordinator / facilitator when required.

  • Assist in all aspects of the promotion of local content requirement ("Angolanisation")

Crew management:

  • Oversight of day-to-day crew management including crew rostering.

  • Oversight and control of the recruitment, selection and training of vessel Masters, Skippers and Chief Officers in compliance with Svitzer ROAM processes and procedures; oversight and control of the recruitment, selection and training of Deck Ratings in consultation with the Country Manager and other relevant functional managers in accordance with company guidelines.

  • Oversight of crew certification compliance and inductions, ensuring compliance is up to date at all times.

  • Oversight and control of succession plans for deck officer positions within the operation, ensuring adequate training plans in place for existing and newly recruited crew members.

Finance management:

  • Provide crewing and operational budget inputs for annual budgets and forecasts.

  • Initiation of local purchases to approved financial limits.

  • Control and optimization of operational costs including but not limited to overtime when applicable.

  • Implement operational efficiencies to reduce day-to-day operational costs.

General / Other:

  • Other duties as may be reasonably required from time to time, including provide coverage for other management positions during periods of absence as delegated by the Country Manager.

Who we are looking for

To be successful in this role, you will bring the following qualifications and experience:

  • Master Mariner Certificate of Competency (STCW II/2)

  • Tertiary qualifications in relevant business or marine management

  • Experienced Tug Master with specific knowledge and experience in harbour towage operations (bow to bow) and ASD marine propulsion units. Experience with offshore vessels and deep sea ships will also be considered.

  • Operational experience in the towing environment on towing vessels of not less than 3000 KW is preferred.

  • Previous similar role experience in the management of marine service operations.

  • Detailed knowledge in applicable classification, flag state and port authority requirements.

  • Knowledge of internal and external training requirements according to OVMSA training matrix.

  • Proven experience in project management

  • Proven experience in budget planning, cost management and reporting processes.

  • Fluency in written and oral English is mandatory.

  • Proficiency in Microsoft Office programs.

  • Previous experience working in a remote, hardship geographic location

  • Knowledge of Portuguese language would be an advantage.
